Who Does What in a Prosecutor Office

Within a prosecutor’s office, a single case passes through many hands from initial arrest to final disposition. Leadership sets office policy, while intake prosecutors review police reports to make charging decisions. Trial prosecutors manage court calendars and plea negotiations. Meanwhile, investigators gather facts and track down missing witnesses, as paralegals manage massive volumes of files and body camera video. When these roles operate seamlessly together, cases move forward efficiently. However, court delays often stem from digital evidence being misplaced or stalled as it moves between team members.

The Elected Prosecutor / District Attorney

The elected prosecutor, often called the district attorney or DA, sets direction for the whole office. This person decides what gets charged, what gets declined, which cases are offered a plea, and which ones go to trial. The DA also answers to voters, the press, and the community when a high-profile case goes sideways.

What the DA generally doesn't do is search through evidence. There's no chasing down a missing body camera clip or sitting through hours of jail calls. The work is decisions, court appearances, and final calls, and those decisions are only as good as what reaches the DA's desk. A clean, organized case file allows for a quick decision. A partial one means deciding with one hand tied.

That's the first thing to understand about how these offices run. There are people who decide and people who prepare, and the two groups need very different things from a digital evidence system.

Chief Deputy and Trial Attorneys

The chief deputy runs the day-to-day operation. This role assigns cases, manages the trial calendar, and steps in when a case needs a senior hand. Trial attorneys, sometimes called deputy or assistant district attorneys, carry the caseloads. They're in court most mornings and in their inboxes the rest of the day.

Caseload reality is the defining feature here. A trial attorney might be juggling dozens or even hundreds of open files at once, each with its own deadlines: charging decisions, arraignments, discovery due dates, motion hearings, trial dates. Anyone who has watched a new attorney join an office knows the pattern. The first few weeks are a scramble to figure out where anything lives, who to ask, and which deadline is about to hit.

Trial attorneys care about one thing above all: being able to open a case and know everything is there. Hunting through email attachments, shared drives, and a stack of discs to find the one video that matters is a poor use of limited time. When evidence is scattered, the cost lands on the attorney at the worst moment, usually right before a hearing.

The Paralegal: Discovery Central

To understand how discovery actually gets done in a prosecutor's office, talk to the paralegal. Veteran DA paralegals will tell you the job goes far beyond typing up motions, in many offices, the paralegal is the engine the entire discovery process runs through.

What does a DA paralegal do? A typical day covers a lot of ground:

Ordering Discovery

Requesting reports, video, audio, photos, and records from law enforcement and other agencies, then following up when items don't show up.

Building Binders

Assembling case materials for the attorney, whether that's a physical trial binder or its digital equivalent, so nothing is missing when the case is called.

Routing Transcription

Sending recordings out to be transcribed, tracking what's been returned, and making sure the right version ends up in the file.

Managing Intake

Logging everything that arrives, matching it to the right case, and keeping track of what's still outstanding.

Sending to Defense

Preparing and delivering discovery to defense counsel, documenting what was sent and when, and handling the follow-up questions.
Read that list again and it is obvious that almost all of them are about evidence being moved from one place to another. Paralegals are the glue between law enforcement, the attorneys, and the defense. Cases move when that work is smooth. When it isn’t, everyone downriver feels it.

And it's the job where a missing tool hurts the most. But a paralegal without a good system is left to do what software should do, by hand: renaming files, tracking requests in spreadsheets, burning copies and keeping a mental map of what’s been sent. That's not a good use of a skilled person's time, and that's where mistakes occur.

Legal Assistants and Admins

Legal assistants and administrative staff handle the research and forwarding side of the work. They answer phones, route mail, file paperwork, pull records, and pass materials to the right person. In smaller offices, one person may do all of this and half of what the paralegal does too.

This group is also where many offices' tools actually get found. When a legal assistant is asked to track down a file or send a video to an attorney, that person is often the first to run into the limits of the current setup. Legal assistants know which folder holds what, which shared drive is a mess, and which workaround gets things done at 4:45pm on a Friday. Their frustration is a good early signal that something needs fixing.

Legal assistant duties in a prosecutor’s office lean heavily on searching, copying, and forwarding. Judgment calls about the case itself usually aren't part of the job. What matters is finding the right item fast, sending it to the right person, and leaving a clear record of having done so. A simple, searchable system with clear permissions makes that work faster and lowers the risk of sending something to the wrong place.

Victim-Witness Coordinators

Victim-witness coordinators, sometimes called victim advocates, support the people affected by a crime. They explain the court process, keep victims and witnesses updated, help arrange court accommodations, and connect people with resources. It's some of the most human work in the office.

Their access needs are different from everyone else's. A coordinator may need to see hearing dates, case status, and certain communications, but not necessarily the full evidence file. Some material is sensitive, and some is inappropriate for anyone outside the core case team to view. Giving a coordinator everything is a risk. Giving a coordinator nothing means the job can't get done.

The answer is scoped access: enough visibility to support victims and witnesses, with clear limits on the rest.

Where the Work Breaks

Every prosecutor's office has cracks, and they almost always show up between roles rather than inside them. A few come up again and again:

Rush Requests

An attorney learns a hearing is moving up, and suddenly the paralegal has a day to gather evidence that normally takes a week. Everything else gets bumped

Missed Orders

A discovery request goes out, nobody follows up, and the item never arrives. No one notices until the deadline is close, or past.

One-person Offices

In smaller counties, a single paralegal or assistant may be the entire discovery operation. If that person is out sick, on vacation, or leaves, the process leaves with them.
None of these come from people not caring. They come from work that depends on individuals remembering things, with no shared system to back them up. Discovery deadlines don't bend for a rough week, and mistakes here can lead to dismissed charges, suppressed evidence, or delays that hurt victims.

Tools That Map to the Roles

The best digital evidence tools don't force everyone into the same view. They reflect how the office actually works: role-based access, so each person sees what is needed, and per-role views, so a trial attorney, a paralegal, and a victim-witness coordinator each get a workspace that fits the job.

iCrimeFighter is built around this idea. Digital evidence comes in from law enforcement, gets organized into the case file, and moves out to defense with a full audit trail, all with permissions tied to each person's role.

Before evaluating any platform, it helps to know what an office really needs. A digital evidence management checklist is a good starting point for mapping roles, workflows, and pain points, so tools are compared against how the team works and not against a feature list.

Frequently Asked Questions

Who Works in a Prosecutor's Office?

The typical office consists of the elected prosecutor or district attorney, the chief deputy, trial lawyers, paralegals, legal assistants, administrative staff, and victim-witness coordinators. In larger offices there are investigators, special sections, and supervisors. Small offices combine positions, and one person can be responsible for more than one task. The actual duties of the prosecutor's office vary depending on the size of the county and the number of cases.

What Does a DA Paralegal Do?

A DA paralegal is often the center of the discovery process. This role orders discovery from law enforcement, builds case binders, routes recordings for transcription, manages evidence intake, and sends discovery to defense counsel. Deadlines are tracked along the way, and the attorney's file stays complete.

What Are the Legal Assistant Duties in a Prosecutor's Office?

Legal assistants perform such functions as research, filing, records request, and sending materials to lawyers and paralegals. They usually serve as the first point of contact in an office and help to transfer the necessary information within the office.

What Is the Role of a Victim-Witness Coordinator?

The victim-witness coordinator assists victims and witnesses during the trial. Responsibilities include updating, explaining the procedure, and referring to other services. Access to some parts of the case information is required rather than access to all evidence files.
